Exactly where are the fonts in the /fonts directloy used?

Also, thinking about it, emoji aren't consistent across devices, so having a consistent font loaded for those might be worthwhile. I'd rather not have the font loaded from an offshore source however, also there's different FOSS fonts we have at disposal for whatever would become the default one loaded.
