XMB Version: 1.9.11

As the subject entails, I am encountering a Forbidden error whenever I try to edit templates through the admin interface.

I have previously been editing templates through the .xmb file, however, I have recently added a new template, and now cannot edit the page as that content does not even show up in the .xmb file.
