Patch for Zero Forums Errors

Issue #313

Bug Source: XMB 1.9.10

Symptoms: Features such as Stats and User Control Panel may fail with a generic DEBUG message or a SQL syntax error if the user has no forum permissions.

Security Impact: None.

Workaround: The errors will not occur if at least one forum is accessible.

Fixed By: XMB-1.9.11.06.zip and later are not affected.
