Patch for News Ticker

Issue #285

Bug Source: XMB-1.9.11.00.zip Only

Symptoms: News ticker appears, but it is empty.

Security Impact: None.

Workaround: Make each news item shorter than 150 characters.

Fixed By: XMB-1.9.11.01.zip and later are not affected.
