Symptoms: Attachments fail silently, temporary files are not removed, open_basedir warnings appear when managing attachments, broken
links displayed in the "Last Post" column of forum thread lists.
Security Impact: None.
Fixed By: XMB-1.9.11.09.zip and later are not affected.

Note this file includes all differences between 1.9.11.08 and 1.9.11.09, except changes to the install and upgrade scripts.

Added one more fix for forumdisplay.php and finalized the package. Enjoy
