I tried to answer the announcement looking for Beta tester - however there was no ability for me to reply.
That said, I have a new/small XMB forum at
https://www.daveschultz.com/forum/
and I'd be willing to help Beta test the new version.

But looking at it again, it appears that it was all mods/admins communicating on an announcement
