Tagging members, ie tag a member in a post like

I actually am working on BFG to implement something like this now, and will get this done and posted up ASAP.
Just brainstorming here, but the code would first have to recognize the tag, then do a quick lookup to see if that member actually exists and if so
generate the U2U notification
