Can I upgrade from patch 4 to patch 13 or do I need to do each patch?

Depends. Check the instructions for each path.
To me it looks like that patch 13, does not include patch 4, 5, 6, 7, 8, 9, 10, 11 & 12.hpst - 8-11-2012 at 10:27 AM

What you can do ...
... If you have a lot of hacks installed? Then it might be wise to check every patch-thread, and install them one by one.
... If you only have a few hacks (less then 10) , I would suggest upgrading your forum entirely. Make a complete backup of everything (PHP files and
database). Upload the new files, run the upgrade script. Re-install the hacks.

thank you the other forum I could not trust this is the only one I ask a question even the host company, siteground, cant get it right they say the
other forum is the offical one. I am thinking about doing what you suggested

xmbforum.com was indeed the official forum.
But as you can see yourself now, it's not being used by anyone... Only spammers.
