Bug Source: XMB, all versions
Symptoms: Checking the "Receive a copy" option in the Newsletter Panel might do nothing if you have newsletters disabled in your own
profile, or if you are sending the newsletter to moderators only.
Security Impact: None.
Workaround: None.
Fixed By: XMB-1.9.11.06.zip and later are not affected.
