Patch for Theme Editor

Issue #646

Bug Source: XMB-1.9.12.00.zip through XMB-1.9.12.01.zip

Symptoms: Theme editing results in an error about expired forms when saving changes to any theme.

Security Impact: none

Fixed By: XMB-1.9.12.02.zip and later are not affected.
